If your continuity test check out ok on the cable, good chance your drive motor is seized.
You can disconnect the drive motor from the pump and then wire it back to the transformer on it's own. (The drive motor does not have to be under water to run, but don't run it too long anyway...)
If you hear a buzz coming from the transformer and the fuse blows, your drive motor is seized.
