aquabot blows fuses - need help finding short

3 year old aquabot blows fuses after 2 secs of powering on. Transformer disconnected from bot does not and voltmeter at output reads 38ish. So i think the short is not there. But continuity test from bot unit cord plug is nearly 0 resistance. If short is in bot, shouldn't that read 1 or open?
ADMIN REPLY:Use the continuity function that sends a small charge thru the wire. Almost all continuity problems not involving the transformer power supply will be found in the cable. Disconnect the cable from the robot and test the cable or just cut the cable at the handle, strip back the insulation and crimp on new terminal ends.
