Aquabot is not moving or pumping

I recently stuck the lil fella in the pool and he did not do anything. The light on the power supply went on and the power supply has approx. 33 volts coming out of it. I am guessing the the power supply is not the problem, and that my problem lies in either the cord to the aquabot or the motor. Is this true? How can I tell? Thanks in advance for your help. How would I test for continuity?
