Yes, shrink tubing will work if you can slide it on. If the bouyant jacket is all that's worn, no need to worry about it.

my cable has rubbed a bare spot by handle, will the shrink tubing work to seal this spot?

Most likely a short in the cable or plug. You can diagnose and fix it yourself however you must cut the cable. Cable break at the handle is most likely suspect but not guarantee.

Cut the cable several inches from the handle and after checking no loose wires are touching, power up the cable. If the fuse blows then the problem may be the plug. If the fuse does NOT blow, then cut the cable again, this time inside the robot body.

Strip and twist together the wire ends from the motor to the loose ends from the cable. Power it up and see if it runs. If the machine runs...get crimp on cable splice connectors and shrink tubing available at Lowes or Home Depot. Slide the heat tubing onto the wire first, then crimp the ends together and heat shrink the tubing with a hair dryer or heat gun.
