Constant 37vdc & won't run

I know it sounds crazy but Im getting 37.2VDC even when the PS is not pluged in to an outlet (110VAC).
Im guessing it has somthing to do with a capacitor.

The capacitors, 5000uF total will store charge for a while if there is little or no load on the power supply; i.e. the motor unit.
