Dolphin Cleaner Stopped Working

my dolphin cleaner stopped working
i have checked the power supply and get only 5 volts output
there is a sensor connection. what is this for.
and should i get 29 volts as stated on the psu unit.
when i know that is the correct power in place i will continue to investigate and dissmantle as per your instructions.
