It's either the cable or the pump. How to test the cable is on this site.
The timer must NOT be bypassed and may be purchased separately. If you have power to the pump which involves cutting the cable near the pump and checking the cable for continuity. If the pump works after manually spinning the impeller with power on then it needs capacitors. All those things can be found here...under Aquabot.
