Taking piece out to change fuse

Hi, what do I do to take the piece out to change the fuse in the power supply? I keep turning it and feel I will break it. So, can you please tell me how it comes out?

It will keep turning, but it does not twist out. It just needs a half of turn and the inner part will pop up slightly. The inner piece actually holds the fuse and will lift out once it pops up slightly. You may need to grab it with needle nose pliers or something.
