Dolphin DX3 Does not move when placed in water but will move out of water.

When I place the Dolphin DX3 in water it will not move. It turns on and the impeller is moving. When I take it out of the water and turn it on the tracks begin to move. I can then place it in the pool and it will continue to move and clean the pool. However, after a while it does stop moving with the impeller still moving. If I take it out of the pool shut it off and turn it back on the tracks will start to move again.
Has anybody else experienced this?
