I'm sorry, there is no R3 on this board that I can find so you must mean R31. R31 appears to be 18 ohms from the different photos of this board.

If you could send me a blown up photo, I can read the value for this resistor. My R3 is blown up but was a very different style of resistor. This is a common problem for Electronic boards. This resistor is used in conjunction with 1/2 of the Q3 DMOS dual transistor to pulse a high current to the main land power supply which forces it to latch off the main power unitunder certain conditions. I think this resistor is in the range of 10-20 Ohms
